Meet Andrew Bullen

Meet Andrew,

Andrew has been working within the construction industry for over 35 years and is a Fellow of The Chartered Association of Building Engineers. He has also recently attained Class 3G/H Registered Building Inspector and Class 4 Technical Manager status through the Building Control Competency Assessment process, enabling him to work on all building types, including higher-risk buildings, with no height limit. He has an excellent working knowledge of statutory legislation, as well as the technical guidance in the Approved Documents and associated legislation.

For the last 27 years, Andrew has worked within the Building Control industry, first for a Local Authority and more recently in the private sector. Andrew has experience working on a wide variety of commercial, retail, healthcare, industrial, and educational buildings, as well as managing staff and consultants involved with these schemes.

Andrew applies his knowledge and experience to all projects he is appointed to and works in a diplomatic and results-driven manner to ensure all projects are delivered in accordance with the Building Regulations. By continually assessing your specific requirements, the service provided to you is tailored to your needs and of the highest quality.

After successfully leading the Yorkshire Special Projects Team at BRCS (Building Control) Ltd. for over 5 years, Andrew is now one of our principal consultants within the Building Regulations consultancy arm of Qualitas Compliance.

Andrew has a history of working collaboratively with clients and their design and construction teams. Through the delivery of consistent high-quality advice, he can support and assist clients in meeting their statutory fire safety and Building Regulation obligations, mitigating design and programme risks.

Andrew shares, “I have spent the last 35 years working with design teams from both a design and regulatory perspective to ensure and facilitate compliance with the Building Regulations.

However, changes in the way Building Control Approvers and individual Registered Building Inspectors like myself interact with clients and their design and construction teams mean that if people are approaching a building control body in the future, while they will still be able to get a steer or gain feedback on whether a design is going to be compliant, and might even be given pointers to the best guidance, they will not be given design advice or solutions on how to comply with the requirements of the Building Regulations.

It was clear after this change was implemented in October 2023 that there was going to be a need for a company that offered services to bridge the gap between clients, designers, contractors, and their Building Control body. The establishment of Qualitas Compliance and the opportunity to join this company proved to be both irresistible and challenging.

I look forward to continuing to assist clients, principal designers, and principal contractors in meeting their duty to comply with the Building Regulations, by using my technical expertise and experience to assess design compliance and provide advice to reduce the risk of applications being rejected at the submission stage.

These are going to be challenging times, but through collaborative working, our mission is to reduce design risk for principal designers to support compliance with statutory regulations.”
