Andy Clark, Operations Director
Andy has worked in the private and public Building Control sectors for almost 40 years. He has a wealth of experience in plan checking and site inspections across a broad cross-section of residential and commercial schemes. His knowledge of Building Regulation law, associated legislation and guidance documents is second to none. Alongside his technical expertise, Andy specialises in developing teams to achieve technical excellence and deliver consistent, high-quality outcomes.

Andy was a highly respected professional across all Cook Brown Building Control teams before his natural progression into the consultancy side of the business. In January 2024, Andy migrated to Qualitas Compliance to utilise his technical skills, extensive knowledge of the Building Regulations, and strong communication abilities to provide a proactive and collaborative approach for clients. His focus and attention to detail ensure that he consistently delivers a first-rate Building Regulations advisory service, delighting clients. Now, as Qualitas Compliance’s Operations Director, Andy is driven by a clear vision to establish Qualitas Compliance as the market leader in the evolving world of Building Regulation Consultancy.

Andrew Bullen, Technical Director
Andrew has worked within the construction industry for over 35 years and is a Fellow of the Chartered Association of Building Engineers. Having attained Class 3G/H Registered Building Inspector and Class 4 Technical Manager status through the Building Control Competency Assessment process, Andrew has worked on all building types, including higher-risk buildings, with no height limit. He possesses an excellent working knowledge of statutory legislation, the technical guidance outlined in the Approved Documents, and associated regulatory requirements.

For almost 30  years, Andrew has worked within the Building Control industry, initially for a Local Authority and more recently within the private sector. He has experience across a wide variety of commercial, retail, healthcare, industrial and educational buildings, as well as numerous Listed Buildings.

As one of Qualitas Compliance’s Technical Directors, Andrew applies his extensive knowledge and experience to every project, working in a diplomatic and results-driven manner to ensure full compliance with the Building Regulations. By continually assessing each client’s specific requirements, he ensures that the service provided is tailored, proportionate and of the highest professional standard.

Dave Allen, Technical Director
Dave is a Class 3 Registered Building Inspector and has worked in both the private and public Building Control sectors in surveying and senior executive roles for over 40 years. He has specialised in complex projects, higher risk buildings, Crown and Governmental buildings, as well as mixed-use developments.

As Technical Director for Qualitas, Dave works collaboratively with design and construction teams, alongside local fire authorities, in a diplomatic and results-driven manner to help ensure projects are delivered in accordance with the Building Regulations and within agreed timescales. His proactive and solution-focused approach ensures that those who work with him benefit from the highest level of professional support and frequently seek his expertise on future projects.

Highly respected within the industry, Dave has contributed strategically by auditing Registered Building Control Approvers, managing complaints processes, and providing expert witness services. His breadth of experience and commitment to professional integrity make him an invaluable member of the Qualitas Compliance Executive Team.
